The goals of this step is twofold. Firstly, to elaborate on the risks that are inherent to the implementation of the adaptation options. Secondly, to include a vision in the implementation plan on how to deal with the remaining climate risks and urban vulnerability.
This step needs a project management approach and sensitivity towards political interests. However it is wise to feed the political and stakeholder discussions with validated facts and figures. Therefore the assessment of climate adaptation options and a good stakeholder analysis and interest mapping are crucial preconditions to this step.
As the implementation plan consists of a bundle of interdependent adaptation measures there are significant risks in the implementation process. Together with the partners that are responsible for the implementation of the particular adaptation options identify the clusters of risks that can occur. Such a clustering might include:
- Interdependencies and cooperation
- Stakeholder support and framing
- Political leadership
Carefully list the risks that you collaboratively identify and discuss measures to mitigate the risks. Include these measures in the implementation plan.
Moreover, it is wise to elaborate on the remaining climate risks that the city is vulnerable to after having implemented the adaptation options. This will increase transparency (and urgency) as to how the process of climate proofing the city has a continuous character.
