This step is designed to check whether all relevant stakeholders have been identified and how they are involved in this phase in developing adaptation approaches.


This step can build on the stakeholder analysis of the previous phase. To define the roles for the stakeholders in this phase, the adaptation goals should be clear.

A stakeholder analysis can be done to get insight in the stakeholders’ roles and their contributions. The stakeholder analysis can be updated.

  • Stakeholders’ roles are likely to change since the process of strategy development evolves over time stakeholders’, hence regular updates of the stakeholder analysis are useful.
  • Even if a stakeholder does not have a crucial role at a particular stage, it is still necessary to keep stakeholders at all times informed and engaged.
