The goal of this step is to define the different roles of the stakeholders in the complete adaptation process.

An overview on the roles of the stakeholders in the complete adaptation planning process is important to be able to identify stakeholders and to develop a stakeholder involvement strategy. Stakeholder involvement increases the chance of implementation of the adaptation plan and strategies.


In order to get agreement on roles of the stakeholders the scope has to defined and awareness has to be raised among the stakeholders.

To get insight in the different roles of the stakeholders a stakeholder analysis should be performed. The first activity of the stakeholder analysis is stakeholder identification. Stakeholder identification provides information on who can contribute to make a decision for the adaptation strategy, or to implement a decision made. Also, who may or will be affected by such decision. Other criteria to identify stakeholders can be based on the roles, responsibilities, contributions that stakeholders can provide, or at what scale (local, regional, national, global) a stakeholder is active.

Examples of the different roles of stakeholders in the climate adaptation process are: an expert, investor, decision maker, etc.

Be aware that Stakeholders’ roles are likely to change since the process of strategy development evolves over time stakeholders’, hence regular updates of the stakeholder analysis are useful. Even if a stakeholder does not have a crucial role at a particular stage, it is still necessary to keep stakeholders at all times informed and engaged
